Mr. Gooch was appointed to the council two years ago to fill a vacancy, and has served as its secretary since.
He pointed to the practice of keeping detailed minutes, as well as publishing an agenda before the meeting, as two accomplishments of which he is proud. “We now have a reliable source of legislative history” for future councils to consult, he said.
The next council, he suggested, needs to begin a detailed review of all the town’s ordinances, “from front to back.” He pointed out there are parts of the proposed subdivision ordinance which do not comply with the Code of Virginia and its administrative regulations.
“We are seeing in the current applications” from the Inn, he said, “how important the language of the ordinance is — as well as the importance of the Comprehensive Plan in interpreting and administering the ordinances toward applications.”
In comparison with previous applications, he said, “we are working much better . . . looking much harder ... at the ordinances. Unfortunately, that has brought problems to light. I hope that the next council will look at all the ordinances as well as the Comprehensive Plan.”
The council, he added, “needs to play a much more involved role in ordinance drafting. I don’t mean to cast stones at the Planning Commission, but we need to give them more direction about what we want.”
He said he hopes that the recent applications have given the town’s residents a new appreciation for the controls offered by the town’s ordinances, particularly the Historic District Ordinance and the Comprehensive Plan. “It’s good, it’s positive.”
