The $443 million package was pushed by Northern Virginia legislators as a means to step up road building in the heavily congested region and as a measure to put people back to work. * The package contains a provision fbr a two cents per gallon increase in the gasoline tax to pay for the debt on the bonds as well as generate extha revenue for other roads projects.
