bill, argued that bonds are needed to begin work right away. Sen. Saslaw also claimed the gas tax increase is necessary to ensure that transportation revenues exceed the amount needed to simply maintain the state’s road network.
“We are two to three years away from the point where we were in 1986, when maintenance needs reached the same level as revenues,” Sen. Saslaw said.
Opponents of the bill argued that the voters would not be willing to approve transportation bonds at the same time they are asked to approve three bonds proposals for higher education, parks, and mental health hospitals.
“If you believe the people of this Commonwealth are ready to approve a billion dollars in debt at one time—and I don’t believe they willthen have at it,” said Del. Franklin Hall, D-Richmond.
Key components of the bill are:
• $5.6 million for improvements to Route 7 east of Leesburg to Route 607 and improvements to the Route 7-U.S. 15 Leesburg bypass on the eastern end of the town.
• $5 million for Dranesville Road in Fairfax County.
