Waddell’s bUl originally called for a $3 increase in the fees to pay for the expansion of Department of Motor Vehicles offices in Fairfax and elsewhere in the state. The compromise also sets a one-time $10 fee for special license plates residents may choose to get if they wish. There are two versions of the plates, dne featuring the Blue Ridge Mountains and one featuring the Cardinal — Virginia’s state bird.
