The Rappahannock County Board of Supervisors turned down Elizabeth Harris’ proposal to build a country inn/lodge west of Sperryville at its October meeting.

The proposed Harris lodge drew a large crowd and lengthy debate. Ms. Harris proposed a site with eight cabins, a pond, and a “pool barn”. Access would be from a road just east of Mountainside Market. Water for the pool would come from a nearby creek, and be filtered and returned to the creek after use.
The Planning Commission had recommended approval back in June based upon a number of conditions. They included fenoing, a more detailed site plan, a hydrological study of the site, a road built to fire and rescue standards and the store on site being for patrons only.
The store has since been deleted from the plans in favor of the bam. The other major change to the proposal was that Ms. Harris would offer memberships to the pool bam, mostly for county residents.
Ms. Harris said that she is trying to “use nature” and make it modestly populated so that it can survive, but also give people a quiet, pretty place to go. She also said she is willing to put up screening and fencing where neighbors are asking her to.
Due to the changes in the plan, Jackson District representative Ron Frazier commented that he didn’t think this proposal is the same one the Planning Commission acted on. Frazier represents the Board of Supervisors on the Planning Commission.
County Administrator John McCarthy responded that the notice given was adequate for review and action by the board, since the changes don’t make use of the property more intensive.
A couple of individuals spoke in favor of the application. Ivan Ussach said that this project would be beneficial to the county. Ms. Mary Beth Shankle responded to complaints about noise by saying “It’s not Disneyland, it’s camping. It’s not Yogi Bear’s.” She also pointed out that there is music coming from Cooter’s and Mountainside Market on weekends. J,
