While cost-share programs have encouraged better practices on farms, whole-farm approaches to both the commercial and conservation aspects of agriculture are more efficient and cost effective in the long run.
The same is true of suburban and urban land use. Preserving or establishing trees along streams and rivers not only protects and improves water quality, but also improves the quality of life. Development planning should consider the needs of the community and the value of the land in years to come.
One concern raised by the workgroup on urban issues was the inconsistency in ordinances from county to county. Lack of enforcement was also a concern.
The Rappahannock watershed will continue to develop and grow in the years to come, and the need to anticipate changes that will affect water quality is clear. Growth can occur in a manner that does not diminish the quality of land and water.
