Hearl said Leggett approached his organization to assist in determining what type of facility and location would be best suited for the town.
He said his organization has 15 years experience working with Rappahannock in numerous capacities and that small towns like Washington were their “niche.”
He suggested the town consider a series of small pumps for collection, supplemented by an additional gravity based system.
He added that the town should also consider using a drainfield and waste water treatment facility combination, as this would likely be the most cost effective method.
Town resident Barbara Stockton took issue with the fact that Hearl’s organization is considering alternate locations for the system, questioning the town’s reasoning for purchasing Avon Hall and then considering another location instead.
Leggett responded that another, more cost affective property was being considered, but that neither property had officially been ruled out at this time.
Hearl added that such evaluation is one of the services his organization will provide.
“We’re here to look at and review the studies and decide what’s best for the town. It may be to use the property you own, or it may be to go somewhere else,” he said.
