Thus it is starting to appear as if the major struggle in next year’s legislative session will be between the executive branch and State Senate versus the House of Delegates.
Although this is a year when all 14G General Assembly seats are up for election. Republicans are expected to retain solid majorities in both chambers.
Friction between the House of Delegates and State Senate is nothing new in Virginia. Members of the more loosely organized House often derided what they considered the arrogance of the Senate.
But the Gilmore incident — coupled with the increasing influx of social conservatives into the House — has taken the rivalry to new heights.
Much of the squabbling is between Republicans. The Senate is more moderate, because its 40 members represent districts much larger than that in the House; and because of gerrymandering, probably a broader cross section of the population.
