Because Chichester is both president pro tern of the Senate and head of its most influential committee, he has emerged as the top gun in that body.
He comes from a family who were Byrd Democrats in the old days, and Chichester himself was a Democrat until liberals took over that party in the early 1970s.
Chichester believes in frugality in government, but also feels deeply it makes good business sense to maintain high levels of essential state services.
“Let’s not kid ourselves,” he told the business group. “We can’t sustain quality without continual reinvestment and renewal.”
Although he did not make any references to higher taxes in his speech, Chichester did sav that a reexamination of tax preferences and exemptions is needed.
Howell thinks the Governor should take the lead in proposing tax reforms, but also says he thinks the House will fight any new taxes tooth-and-nail.
