The Senate tied 19-19 on Deeds’ amendment. Lt. Gov. Timothy Kaine, as the Senate’s presiding officer, then broke the tie by voting against the amendment.
“I firmly believe that the Commonwealth of Virginia has an important responsibility to create and maintain an atmosphere in which small businesses and family farms can thrive," Kaine said in a press release explaining his vote.
“However, we have an equally important duty to ensure the safety of food that is produced for sale."
The Senate later took another vote on Deeds’ amendment, and it failed 18-20.
After dispensing with the amendment, the Senate unanimously passed HB 2295.
