At Tuesday's School Board meeting Chappell noted that since the August BOS meeting he has been advised that, to ensure a level playing field, by law all bids must be for the same project. This means it would not be possible to have some contractors bid only for an asphalt track while others bid on both a simple asphalt track and on a vinyl surfaced track.
For that reason, Chappell urged the School Board to authorize him to solicit bids for construction including the vinyl
