The Hutcheson family has volunteered to participate in a groundbreaking international cultural exchange program by opening their home to Soumaya, an exchange student from Morocco who will arrive shortly to attend Rappahannock County High School this year. Soumaya is a participant in the Partnership for Learning Youth and Study (YES) Program. The YES Program is funded by the U.S. Bureau of Educational and Cultural Affairs and seeks to restore mutual respect and build personal bridges of understanding between the youth of the U.S. and the Muslim world.
The YES Program was borne out of post-9/11 legislation supported by Senators Kennedy (D-MA) and Lugar (R-IN). Students are competitively selected from Gaza, Iraq, West Bank, Jordan, Kuwait,
