was believed to have made a phone call from inside Whitson’s home on Friday morning. By Monday afternoon the RCSO had created a wanted poster and distributed it throughout Rappahannock County gathering places. Part of the delay was involved in acquiring a picture of Cloniger from Fauquier County, and a deputy had to drive to Warren County to make copies of the poster. The poster was then posted on the popular county list serve Rappnet on Wednesday. By the height of the search, despite a great deal of donated help from other counties, the resources of the RCSO were severely strained. Both field officers and dispatchers were working shifts of 15 to 18 hours.
“Everybody has to sleep. An 18 hour shift is inhuman,” said Sheriff Sherertz. The long shifts and the need to relieve exhausted officers limited the personnel who were available to deal with phone calls from a Rappahannock County increasingly hungry for updates on
