The massive search effort for the fugitive involved officers from five counties, state troopers, helicopters, heavily armed tactical teams, and hundreds of man-hours.
“A search of this kind is far beyond our in house resources,” said Sherertz during the search effort.
The RCSO was assisted in the search by elements of the Virginia State Police, the Page County Sheriff’s Department, the Culpeper County Sheriff’s' Department, the Culpeper Police, the Shenandoah Park Police,the Warren County Sheriff’s Office the Loudoun County Sherrif’s Office, and Virginia State Game Wardens. Several of these agencies loaned out K-9 units, both German Shepherds and Bloodhounds as well as extra officers to track Cloniger.
The fugitive’s history of violence, which includes convictions for assault on police officers, also merited the deployment of three police tactical teams to the search effort. At first, search efforts were concentrated around the crime scene on Gid Brown Hollow Road, which is surrounded by deep forest and rolling terrain. The collected law enforcement agencies established a perimeter around the area in which Cloniger was believed to be hiding, which spanned several miles, and searched it with dogs and helicopter fly overs. At first RCSO investigators were not sure that Cloniger was even still in the county, though the perimeter around the crime scene was maintained around the clock. On the morning of Thursday July 6 a neighbor saw Cloniger walking along a stream on Gid Brown Hollow road, confirming for the RCSO that he was still in the area. This was a pattern that was
