In an effort to speed up compensation for the county under the federal “In Lieu of Taxes” program, Col. Luke agreed to find volunteers to check land records in the clerk’s office.
Begun last year, the “In Lieu” program is intended to reimburse localities for tax revenue lost on federally owned land. However, Rappahannock and other counties with acreage in Shenandoah National Park ended up being short changed last year.
Due to wording of the bill establishing “In Lieu of Taxes” payments, only land that went directly from private to federal ownership was eligible. This meant that property purchased by the State of Virginia from private owners for the express purpose of expediting transfer to federal ownership was not included for “In Lieu” payments.
