Board member Arthlinda Quaintance expressed concern over the lack of attention given to average students. “The above average can take care of themselves. They’ll do all right,” she said. Despite extra help for special education students, Mrs. Quaintance continued, ‘‘many of these kids are going to amount to nothing in many cases.”
“The plain little average children need help,” she said, adding that they could produce above average with extra attention. “They’re the ones who are going to earn their own living and support these others,” Mrs. Quaintance maintained.
Stating his concern with increases related to Title I programs, Masterson asked if regular classroom teachers couldn’t receive in-service training to deal with special reading problems.
McDaniel answered that elementary teachers were currently taking an in-service course for three hours after school every Monday on basic learning skills. He said it was too early to tell whether the course had helped improve teaching techniques.
