I personally find that the fault lies with everyone involved (pupil, teacher, school board, and parent). Every student in the world has a fear of dying of boredom. So he is more apt to pay less attention in school and do small things to keep himself amused.
Our teachers were once students themselves. So the chances are that they are not competent themselves. A competency test should be given to the teachers annually. The school board should make evaluations without the teachers’ full knowledge.
