The package bill includes a section on roads that gives cities more highway money and allocates additional hinds to rural counties with unpaved secondary roads.
With passage of the portion relating to annexation, some counties will . receive protection from apy annexation suits by neighboring cities. The bill sets up a mechanism to be followed in future annexation suits with the goal of keeping such suits out of lengthy and expensive court battles.
HB 599, the funding bill in the package, is intended to cover the local share for 1980-82 of costs for the sheriff’s departments, commonwealth attorney offices, circuit court judges and hospitalization for the indigent. The amount allocated to each locality was determined through an intricate funding formula, taking into account population, density, crime rate and welfare rate, among other factors.
