She noted that her late husband, Capt. Luther Stuart, helped write Rappahannock’s first zoning ordinance and served on the three bodies that enforce zoning regulations — the Board of Supervisors, the Planning Commission and the Board of Zoning Appeals. “He was a fair minded man of unquestionable integrity,” she said.
Mrs. Stuart recalled that in the mid 1970s, her husband was asked by local youngsters for permission to use their back fields for playing ball. He gave that permission, the only contingency being that the area be kept clean. Soon over 100 young people, ages eight through 18, were practicing and playing there. “He often said that if they were only incorporated, he would give them those ballfields. That’s what I’m trying to do— carry out his wishes,” Mrs. Stuart said.
The property would be deeded as a gift to the Ruritans for the benefit of area youth, she said. Mrs. Stuart noted that deed restrictions and covenants will require that the club fence the fields, keep them clean and
