"The second most important function of government after national defense is the eduation of the citizenry.”
A “small farmer” with 26 heifers on 106 acres near Stephens City, he also expressed concern about the plight of agriculture and said the federal government must develop “a consistent farm policy.”
Mr. Costello said he will be his “own campaign manager” until the convention and estimated $400,000 would be “adequate” for the nominee to wage an effective campaign for the Nov. 6 election. “Money alone cannot be the answer,” he added.
Winning in the sprawling 7th District will be demanding because there is “no area of control (dominance) in the district” which includes 16 counties and five cities, he said.
