Moore finally closed in on the reason for reclassification, which came down to a choice of two things: “Either design the system to go to a trout stream, or reclassify via formal request,” he said. The formal request was initiated by Fanning Baumgardner, project engineer, in a letter to Mr. Moore dated May 2, 1983. “I asked Fanning to design the safest, most efficient system which was practical for the project,” Snead said. “He’s local, knows the area and knows the people. Who would be better qualified?”
