supervised probation for six months. “There have been so many changes that aren’t consistent with one another (that) we have this surrealistic time computation system,” Luke said. “The regulations should be simplified so they can be understood, and there should be internal consistency between eamable good time in jail and the penitentiary. “The system now gives a guy convicted of what might be considered a worse crime less actual time than a guy, who we assume, commits a lesser crime. Or,” he said, “they serve about the same time,” he continued. “After everything grinds through the system, the end results don’t follow what the public would expect from its correctional system.” Farrar said almost everyone would agree that the system needs to be simplified, but he knows of no specific legislation to be introduced this year. “Usually, there’s at least one member in the General Assembly who will introduce a bill on parole every year, though,” Farrar said. Forrest Powell, of the Department of Corrections, said that the latest good time regulations were designed to simplify the process, but
