1 here are no costs, such as poll taxes, required. There are no literacy tests or other devices whereby a potential voter may be intimidated when he or she goes to register. Physical disability is no longer a bar to voter registration. A handicapped person may register at home upon the certification of his or her conditions by a physician or religious practitioner. The registrar will arrange a time to come to the new voter’s residence and sign him up. Thereafter the voter may vote by absentee ballot if necessary.
Any U.S. citizen who resides in Virginia and who is at least 17 years of age may register provided his or her 18th birthday falls on or before the next general election day. Registration can take place the year round; however the person must register 30 days before the general election or primary in which he wishes to vote may be held. Those wishing to register must not, of course, be convicted felons or adjudicated mentally incompetent. A person who has been convicted of a felony and who has served his sentence must have his civil rights restored by the governor in order to register.
