“We tried to make as much as we could ‘by right’,’ she said. “Wewanted to have fewer rules than most ARBs, less red tape, fewer forms to fill out, fewer permits to apply for,” Mrs. Willis explained. “But we will seek compliance with the few rules we do establish.”
