Mr. McCarthy and his wife, an author and illustrator of children’s books, are avid readers and gardeners. “And we have a dog, a German shepherd, who’s fond of running like mad through forests and fields, so we’ve learned to enjoy hiking along after the dog,” said Rappahannock’s new zoning administrator.
He sees his role here as an implimentor, not an originator, of policy. “I have the professional training and expertise to advise the board on what is legal and what is not legal, on what the ramifications of a course of action might be. But the board was elected by the people of Rappahannock County to do certain things and I’m there to facilitate matters for both parties — the board and the people,” Mr. McCarthy concluded.
