Mayor Peter Kramer argued that a reserve should be built up to cover unexpected maintenance costs. But when he proposed raising rates to provide this reserve, Mr. Fisher insisted that users on fixed incomes would not be able to pay higher bills. The $15 minimum is a lot for those people, he said.
Mayor Kramer countered that “the town needs to recognize that problems can and will develop.” He added, “I’ll pay $20 if it means we’ll get a reserve.”
As an alternative to a rate increase Mr. Fisher suggested finding another source of income.
