In other business, Joyce Kramer asked for and received confirmation of a special use permit granted in 1984 by the council for a bed and breakfast business in Mrs. Kramer’s Gay Street apartments.
Councilman Newbill Miller tendered his resignation, explaining that Virginia law prevents him from serving on the council and the Rappahannock Board of Supervisors. (Mr. Miller was elected to the board last month to fill the vacancy created by the death of Clarence Baldwin.)
The council members were unanimous in their reluctance to see Mr. Miller go. Asked what ramifications would follow if they refused to accept his resignation, Mr. Miller joked, “I’d probably goto jail.”
