Confirmation borings on the Stover tract showed the average soil depth to be 20 feet. “The depth ranged from 10 feet to 27 feet,” the consultant reported. In four of the five confirmation borings done on March 17 and 18, the groundwater table was not reached, he said.

“Given the cost of drilling,” test borings were not authorized by the supervisors for sites judged unlikely to be suitable for a landfill, explained the board’s administrative assistant John McCarthy. Asked for the exact cost, he reported that the board spent $4,000 for the five holes on the Stover tract.

State’s role explained

Mr. Joyce reported that the Department of Waste Management’s regional consultant Robert Forman visited the Stover tract with a geologist and concluded that “it could be developed as a sanitary landfill.”

An explanation of the state’s role in the permitting and monitoring process came in bits and pieces, part in opening statements and part in response to questions from the audience throughout the three-hour meeting.

Mr. Wright explained that the department’s regional representative first looks for “visible features” which would limit a site’s use for landfilling: proximity to a flood plain or an aquifer recharge area, broken strata, bedrock at a shallow depth. If no limitations are observed, he recommends proceeding with the permit application.

Then “subsurface scientific investigations” are conducted by a consultant who reports all findings to the Department of Waste Management for review, Mr. Wright said. The department points out limitations and critiques plans to compensate for those limitations.

The department also reviews plans for the siting of monitoring wells. Groundwater data are collected so a base water quality standard can be established and used for comparison with samples to be taken regularly once the landfill is operating. Mr. Wright noted.
