As to Richmond’s next step, “tecnically, we can go forward with our review, but we will wait to hear from the county,” Mr. Gregori said in a telephone interview from his Richmond office on Monday.
He explained that his department does not need a formal vote from the board endorsing the Stover tract since the county itself is the applicant for the landfill permit.
New regulations governing the landfill approval process require that the state notify a locality upon receipt of a landfill application. The locality then has 10 days to tell the state if it wants to hold a public hearing on the application and 30 days in which to actually schedule the hearing and forward a recommendation to Richmond on whether the permit should be approved or denied.
