to reforest
The Reforestation of Timberlands (RT) Board met on March 3 to develop operational policy for the RT program. The committee, appointed by the Governor, consists of three representatives from the pine lumber industry, three from the pine pulpwood industry and three representing forest landowners. The committee formulates regulations and administrative rules and makes recommendations pertaining to the operation of the RT program.
The RT program was initiated in 1970 to support tree planting. It was the first state incentive program in the nation and is the model for eight other state programs and the Federal Forestry Incentive Program. The program is funded by a special tax paid by the pine forest industry which is matched from the Virginia’s General Fund. The RT program pays 50 percent of a landowners’ cost of reforestation (a maximum of $60 per acre).
A recent evaluation of cost-share programs in the southeastern United States indicated that the RT program is unique because it encourages landowners to reforest areas beyond the actual acres cost-shared by the program. In fact, for every acre receiving cost-share assistance, another half acre was reforested. During the first 15 years of the program, 241,577 acres received costshare assistance. An additional 120,788 acres were reforested without any cost-share funding in conjunction with RT projects.
