"The law was basically designed to deal with situations where a community has no zoning or where the application for the landfill is from a private firm,” Mr. Gregori said. “It puts the burden on the state to notify local government and give local government an opportunity to respond.” This “burden” isn’t really applicable in Rappahannock’s case, «inw» loml government, as the applicant for the permit, is obviously aware of the proposal, he said.
