Deep pit excavation was impossible with Virginia Beach’s high water table just six to eight feet below the surface and continuing the open trench would gobble up 50 acres in short order.
So Mr. Dorer proposed making a mountain out of a trash hill. He believed that building upward would provide a much larger capacity; that it would offer additional protection to the groundwater table and that the site could be turned over to the Parks and Recreation Department after the dump was closed.
The city purchased 110 acres surrounding the landfill site with the intention of converting that land into:
• A 5,000-seat amphitheater with a soap box derby ramp.
• Picnic areas, sports facilities and parking.
• A sizeable fresh-water lake to be stocked with fish to offer expanded recreational opportunities.
