THE ALDIE MILL RESTORATION

ALDIE, VIRGINIA

VIRGINIA OUTDOORS FOUNDATION

Proposals for the completion of the Main Mill of THE ALDIE MILL RESTORATION, Aldie, Virginia, from firms are being sought. The work generally includes the wood, heavy timbers, wood deck, and miscellaneous items. It does NOT include the machinery, the masonry, and the site work. Interested firms are invited to submit proposals on their qualifications.

Firms who wish to be considered for pre-qualification must submit evidence of qualification, list of work done, name of supervising field personnel who will be used if they are successful in their bid, evidence of financial strength, and other supporting information by May 19, 1987, to the VIRGINIA OUTDOORS FOUNDATION at the office of the VIRGINIA OUTDOORS FOUNDATION, 221 Govenor Street, Richmond, Virginia, 23219. Experience must include heavy timber construction and restoration.

The pre-qualification evaluation will consider the experience and reputation of the Contractor, his location in relation to the site, his personnel who are to be assigned to this project, the firm's current work load, the financial condition of the Contractor, and his method of completing the work.

The qualifications will be investigated by the Director of the VIRGINIA OUTDOORS FOUNDATION in any manner he deems appropriate. If he finds a firm not sufficiently qualified, he will notify the firm and give them not less that (5) days to submit additional data after which his decision will be made. The Director shall notify all submitting firms of his decision and the date established for acceptance of the Proposals to do the work. The Director's decision shall be final.

Each of the pre-qualified firms will be invited to submit a Sealed Proposal to complete the work on the Main Mall as shown on the drawings and specifications.

The Sealed Proposal on this project should include the proposed cost of the project and all significant additional information the firm wishes to submit. Since this structure is of historical significance, quality workmanship is mandatory. Cooperation and teamwork with the Owner, Engineer, and Millright are essential. Factors and information which will bear on the proper execution of the work should be included in the Proposal. Potential change orders should be addressed in the Proposal.

The award will be made by the Owner on the basis of the best Proposal in the opinion of the Owner. Evaluation of all factors for the proper execution of this work, consideration of potential future change orders, and the cost of the project anticipated through completion of the project will be considered by the Owner. ,

The Owner and Engineer will evaluate the proposals and notify the highest ranked proposer. If for any reason this procedure does not produce a contract, the next highest rated proposer will be notified, etc. The Owner reserves the right to reject all Proposals, and to negotiate with any qualified Contractor as deemed appropriate in the sole judgment of the Owner.

Drawings and specifications for the above project will be available at the office of WILLIAM J. DAVIS."CONSULTING ENGINEERS, 1641 West Broad Street, Richmond, Virginia 23220, and at the site with prior arrangement made through the Owner, telephone: 703-786-5539.

An initial conference will be held with the Engineers at 1:00 p.m. o'clock May 14.1987, at the site on State Route 50 in Aldie. Virginia, for the purpose of explaining the project to prospective bidders prior to the submittal of pre-qualifications.

Applications requesting drawings and specifications together with payment of Thirty Dollars ($30 00) per set, should be filed with the Engineers in Richmond. Drawings and specifications will be available at the above conference. The desired material may be picked up at either the Engineers' office or at the site with prior arrangements. Any bidder upon returning his material in good condition to the Engineers' office or to the site with prior arrangement within ten (10) days after Proposal opening, will be refunded his full deposit.

Proposer's attention is called to the requirements of Title 54, Chapter 7 of the Code of Virginia, pertaining to contractor's registration.

Each bidder shall acknowledge on the outside of the envelope containing his proposal that the proposer has received all addenda (if any) and the addenda numbers.

The VIRGINIA OUTDOORS FOUNDATION reserves the right to reject any or all Proposals and to waive any formality or technicality in any Proposal in the best interest of the Owner.
