Thousands of commuters in Northern Virginia will have one-half hour less to use the High Occupancy Vehicle (HOV) express lanes on the Shirley Highway (Interstates 395 and 95) in the afternoon, beginning Monday, April 27.
The hours, currently 3:30 p.m. to 6:30 p.m., were set to end at 6 p.m. by the Commonwealth Transportation Board at its meeting Thursday in Richmond. The action complies with an amendment to the Surface Transportation and Uniform Relocation Assistance Act of 1987 enacted in April by Congress.
The board approved a motion by Donald S. Beyer Jr., urban-at-large member, to comply with the amendment.

Robert Ashton Baines, of Washington, was among the RandolphMacon College students honored for their academic achievement at the college’s annual Honors Convocation in Blackwell Auditorium on April 23.
Mr. Baines was the recipient of the William Neal Cunningham Memorial Fund, awarded to a student majoring in biology who demonstrates consistent excellence in environmental and non-medical biology.
He is the son of Rufus A. and Lynne Baines, also of Washington.
