The privately owned and operated landfill on Clifton Clark’s property near Woodville, permitted more than a decade ago, had been operating four years when the county underwent its last reassessment.
In that reassessment, the overall worth of Rappahannock real estate skyrocketed by nine-fold, going from $11,850,000 in 1981 to $200,000,000 in 1982.
According to the appraised values listed in the land books of the Commissioner of Revenue’s office, property near the Clark landfill did not appreciate at that same rate.
