In his budget message, Mr. Cox notes that the budget is based on an estimated $241,000,000 assessed valuation of locally taxable property, an increase of 12 percent over the current year. Relying solely on revenues to be generated in the coming fiscal year, a tax rate of 88 cents per $100 assessed valuation would be required to meet contemplated expenditures, the accountant reports. But by drawing $464,228 from the accumulated balance of the county’s general fund, that rate may be dropped to 69 cents. That draw will leave $285,772 in the general fund, come July 1,1988, Mr. Cox projects. The figure represents a decrease of about three percent in the $2%,802 expected general fund balance at the close of the current fiscal year.

On the plus side, Mr. Cox estimates that state revenue will go up 28 percent to $807,635, the bulk coming in welfare programs (44 percent increase in state aid)
