can merely suggest how the school budget should be amended to reflect the cuts since, by law, they have only categorical control and not line item control. That means the School Board can shift categorically appropriated funds around within any of the 14 budget categories but cannot transfer funds from one category to another without approval from the board of supervisors. Or in more concrete terms, the School Board members could keep the position of special services coordinator if they can find the $23,647 in salary WITHIN the other 19 line items of the $2,048,983 instructional category, which includes pay for teachers, principals, assistant principals, aides, substitute teachers and instructional supplies.

Before the line-by-line review, Supervisor Nelson Lane noted that there had been several previous work sessions on the school budget. “What we’re doing is not arbitrary or capricious,” he added.
