Saying that he’d worked in the apple business in a managerial role since 1946, Carson Johnson recalled the ‘40s and ‘50s when “all you had to do was shake the bushes and people came from everywhere to work” in the orchards. But since the 1960s, there’s been no way to get orchard work done “without bringing in labor from somewhere else ... because it wasn’t here in the county to get,” he said.
Representing the Sharps, attorney Douglas Baumgardner maintained that issuance of the special exception permit would be in accord with the comprehensive plan’s goals of protecting the county’s agricultural industry and its agricultural land base. He said that the Harris Hollow area has long been involved in apple production, with migrant workers regularly housed in the hollow. Accordingly, the expanded migrant camp does not pose a conflict with the predominant character of the neighborhood, Mr. Baumgardner said.
