Doris Thomas interjected that she and her husband, like many Rappahannock residents, lived for two years in a house without hot water or indoor bathroom facilities. “I didn’t see anyone saying, ‘Hey, would you like some money to put in a bathroom?’ ” Mrs. Thomas, who has worked for two years for the Sharps, said she’d tried to interest friends and relatives in taking orchard jobs. “They said they’d rather be on welfare than work for that little bit of money.”

Asked for a ruling, zoning administrator John McCarthy advised the board that the Sharps’ application for the special exception permit is complete. The various documents they have submitted, including a plat and site plan, show boundary, right-of-way by a farm road through Mountain Green Farm and road frontage, he said. The ordinance does not require that the right-ofway be deeded and does not require parking provisions for farm uses, the zoning administrator told the supervisors.

The issue of need for off-season migrant housing is not relevant, he continued. The board is not called upon to make a finding of need, but whether the site is suitable for the use sought in a special exception
