“The theme, ‘Volunteerism in America’ is particularly appropriate at this time of the celebration of the 200th anniversary of the Constitution,” Mr. Guest said. “The fine hand of Virginians runs throughout the Constitution and the Bill of Rights.. . So many things are guaranteed — opportunity is guaranteed — but it’s up to us to make the pursuit.
“Wherever we look, we find volunteers — a tradition unique to America. Volunteers, who come forward of their own free will ... for them, it is an opportunity to join with friends and neighbors to work to make their community a better place to live.”
