At a meeting March 11, the Concerned Citizens of Jackson District , and its representatives, expressed reservations to the Department of Waste Management officials about the final design plan submitted by Joyce Engineering, the county’s landfill consultant, for the county’s proposed landfill east of Amissville.
On March 14, Technical Serv ices Chief Berry Wright answered those concerns with a letter to John McCarthy, requesting additional information about three areas of concern raised at the meeting. Mr. Wright said that the items should “be further reviewed before the permit is issued.”
He identified the areas which “may warrant additional consideration” as:
• A review of the possible influence of the 100-year floodplain on the site.
• Construction of the leachate containment pond during the landfill’s initial development phase, rather than postponing until a later time, as proposed by the county. This would eliminate the use of a septic tank as an interim containment tank, as the final design plans specified. Mr. Wright also requested that the treatment facility to which the leachate will be hauled also be identified.
• The identification and review of the importance of any “shallow aquifers" on the site.
