• Direct assistance is being provided to local law enforcement agencies through a program that lends State Police undercover agents to local police departments, and through the training of officers to use narcotics dogs.
• A Pharmaceutical Drug Diversion Unit which became operational Jan. 18 is designed to determine the extent of diversion of legal drugs to the illegal market. The unit also investigates, makes arrests, and recommends actions.
• Through a program referred to as Operation Alert, State Troopers have received special training to spot and stop the transportation of illegal narcotics on Virginia’s highways. Since initiation of the program in May 1987, troopers have arrested 127 individuals on 175 separate narcotics charges and seized narcotics valued at approximately $7 million.
• State Police also have established airway and waterway interdiction programs in cooperation with U.S. Customs Service, the U.S. Coast Guard and the Department of Aviation, to interdict drugs entering the state via planes and boats. The airway was implemented 17 months ago and has resulted in 93 arrests and confiscation of narcotics worth approximately $2.9 million.
Colonel Suthard, in addition to explaining a number of other initiatives such as multi-jurisdictional task forces and the Commonwealth Alliance for Drug Education and Rehabilitation (CADRE), emphasized the high degree of cooperation.
