Also last week, after a meeting with Leonard Joyce, Robert W. Miller Excavating of Luray was awarded the contract to construct the landfill’s access road. His bid of $79,626 was almost half of the other bidder’s price. Fauquier Excavating submitted a bid of $146,000.

Last Thursday’s meeting was requested by the board because the two bidders had not received the entire design booklet, containing a contract and specifications, when the bids were submitted. Instead, bid prices were developed through the design drawings alone. The supervisors said they wanted to make sure, especially in view of the price difference, that the low bidder understood exactly what the project involves.

On Tuesday, Mr. McCarthy confirmed that the contract had been awarded, with the final cost to be “plus or minus 10 percent” of the bid price. He said the allowance is to take into account insurance and bonding, which was not included in Mr. Miller’s bid.
