As a practical matter any change in the governor’s proposed budget must be made in the above named committees. In my eight years in the General Assembly, I have never seen a substantive change made in the budget on the House or Senate floor.
Individual legislators do not receive the governor’s proposed budget until the session begins, and there is simply no time available to review budget items to develop creditable support for changes. At the beginning of the session each legislator is swamped with his or her own legislative agenda and constituent demands.
