Maintaining that many of those granted use permits for B & Bs are newcomers interested only in building up a business and then selling it for a profit, Mr. Swindler suggested that permits for such establishments be granted to individuals and not for the property itself.
Attorneys advising local officials over the years have taken the opposite position, holding that permits should be issued to property since it is the land — and not the landowner —which must be judged suitable or unsuitable for a particular use.
