Gartlan said he recognized the practical political risks for those facing re-election this year to support his bill. Support for the bill, however, was evident, said Gartlan, at a recent Mount Vernon town meeting of more than 200 people.
The Loudoun County Board of Supervisors also voted 7-1 in favor of Gartlan’s proposal, reported Sen. Charles L. Waddell (D-33rd)
Gartlan insisted he was not in competition with the governor, but said rather that the governor had encouraged him to introduce his bill.
