Virginia legislators roamed the hallways, cornered one another in committee rooms and gathered in elevators this week for the annual General Assembly ritual I call “The Bill Drill.”
The business of re-thinking, re-evaluating and re-writing our state laws each year falls to us and we spend our first few days of each session getting our ideas put into bill form. Then we set off in all directions to look for seasoned co-patrons who will use their influence in getting the bills passed.
As Republican House leader, it falls to me to see that Republican bills get a fair hearing and equal attention. The Democrats don’t have a lock on common sense and rational thought. Jan. 18 was the deadline for all bill requests to be in, and Jan. 24 was the deadline for filing them all. Somehow it all gets done, but the pace is hectic and not for the faint-hearted or indecisive.
My legislative menu this year includes:
• making it a capital offense for any person 18 years of age or older to sell heroin, cocaine, PCP, LSD or any other dangerous drug to a minor. The punishment for this crime should be the death penalty, and I ask it be put into law.
