A recent instance in my own home county gives a reason for this type of bill. An individual was discovered attempting to sell her child in a shopping mall. The Social Services Department was notified as was the Commonwealth Attoriney’s office. Neither could find a statute undejwhich that person could be brought to justice.
In conferring with the Attorney General’s oi fice, they too said that there was no law in the Commonwealth of Virginia against the sale of a child. This bill sets out to correct that.
A third bill will provide technical assistance to local jails housing state felons that want to im}prove or establish vocational adult and special ed‘ucation programs. These prisoners have fallen through the packs because they have not yet been integrated into the state prison system s4 they don t qualify for many of the rehabilitative training programs offered by the state correct tions department.
