trov. tsaiiles has proposed permitting localities to grant a local surcharge of up to one percent on the state income tax. The tax would have to be approved by the local voters and dedicated solely to transportation needs.
Although it could raise up to $213 million a year in Northern Virginia, the proposed bill could also increase softie individual tax bills by up to 20 percent.
Several legislators were wary of the proposal. “I don’t think it will fly,” said Sen. Kevin G. Miller, (R26th). “I don’t believe that there’s any locality that will pay a 20 percent tax,” Miller said.
Sen. Joseph V. Gartlan Jr. (D36th), introduced even bolder legislation. Gartlan’s “suicide pact” follows the model of the governor’s proposal; however, it eliminates the local referendum and extends the tax to corporations. Funds would be
