In another effort to crack down on the drug problem, Ms. Terry has recommended the General Assembly establish a program of voluntarily pre-trial drug testing as a condition of bond for those arrested on criminal charges. Results from the tests would not be permitted as evidence against the defendant, but would be used to determine the conditions of the pre-trial release.
Past programs have shown that a large percent of people submit to the test because they believe it will help them to make bond, said Terry.
Under another proposal, prisoners would be required to exhaust the system of grievances within the Department of Corrections before they may file lawsuits relating to rights violations.
